ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Work closely with Chief Nursing Officer (CNO) and Administrator informing of any patient related issues and the coordination and resolution of the issues.

· Monitors effectiveness of the quality assurance program of the department and makes changes as indicated; collects and trends data.
· Work with CNO to identify and resolve department deficiencies with implemented correction plans.

· Assists in formulating and implementing in-service education objectives and monitoring educational needs of the nursing staff.
· Assist in coordination of nursing service activities with other departments.
· Recommends purchases of supplies and equipment to support department operations.
· Provides service directly to patients while maintaining a positive patient relations atmosphere.
· Interacts with patients, family members, medical staff members and other department managers.
· Assist with utilization review as needed.
· Coordinates community services and educational activities.

EDUCATION and/or EXPERIENCE:
· Current Registered Nurse licensure
· Entry Level Degree or Diploma in Nursing, AND or BSN degree preferred
· Advanced Cardiac Life Support (ACLS) certificate
· Trauma Nursing Core Course (TNCC) certificate
· Pediatric Advanced Life Support (PALS)
· Neonatal Resuscitation Program (NRP) certificate, preferred
· 2+ years of recent progressive experience preferred
· CPR instructor preferred

I. Job summary:
We are seeking a Chief Nursing Officer for a critical access hospital to join a wonderful team of experienced professionals in a less stressful environment with a group of stable and patient focused providers.

The CNO directs and supervises professional nursing and support personnel rendering patient care services in our hospital. He/She plans and conducts conferences and discussions with administrative and professional nursing staff to encourage participation in formulating departmental policies, promote initiative, solve problems, and interpret new regulations and procedures. He/She coordinates activities of various hospital departments, promoting and maintaining harmonious relationships among nursing personnel, medical staff, patients, and the public. He/She analyzes and evaluates nursing and related services to improve quality of patient care and plan better utilization of staff time and abilities.

II. Job relationships:

Reports to: CEO
Workers supervised: general supervision of all nursing personnel in the hospital along with R.T., Case Management and Quality Management Directors.
Interrelationships: The CNO must work closely with the nursing personnel, medical staff, other department managers and personnel, patients, and the public.

III. Responsibilities and Authorities:

A. HOSPITAL NURSING: The CNO is responsible for directing and supervising nursing services concerned with patient care.

B. Work performed:
1. Developing and maintaining nursing services in accordance with accepted standards.
2. Establishes and implements budget for nursing department, which includes immediate and projected needs for personnel, equipment, and supplies.
3. Formulated departmental policies, defines and interprets policies established. Makes copies available to each member of the nursing department.
4. Coordinates nursing service activities with other departments.
5. Recruiting, interviewing, and recommending appointment of nursing service personnel to administrator for maintenance of adequate staffing.
6. Visits all nursing units analyzing and evaluating nursing and related services rendered to patients.
7. Plans and conducts conferences and discussions with professional nursing staff monthly.
8. Maintaining records and reports required in nursing department.
9. Maintains and makes available current job descriptions for all categories of nursing personnel. Prepares a job description for each newly created position.
10. Plans and directs completion of procedure manuals, frequently reviewing some to ascertain needs for revisions or modifications.
11. Purchases supplies and equipment for nursing department.
12. Maintains contacts with sources of supplies to keep informed on price trends and availability of new items.

13. Interprets aims and philosophy of hospital and nursing department to employees, medical staff, patient, family, and the community.

14. Responsible for creating an environment in which all nursing employees can work together harmoniously and with coordinated effort, in which each has an opportunity for self-expression, for creating a sense of accomplishment, and personnel growth.

15. Fosters in the nursing staff a feeling of responsibility for the work assigned, of satisfaction and security in job, and of being an important part of the hospital team.

16. Stimulates and encourages nursing personnel to promote and/or support education which affects the care of patients, the practice of nursing, or the welfare of nurses and nursing.

17. Makes decisions on the selection of personnel for appointment and promotion and on the termination of the employment of nursing personnel.

18. Ensures that nursing personnel for whom licensure is a legal requirement hold valid and current licensure.

IV. Qualifications:

A. Education: A graduate of an accredited School of Nursing, current registration or able to acquire license with the Texas State Board of Nurse Examiners as a registered nurse. Advanced preparation in supervision, and administration of nursing service.

B. Training and Experience: Five years nursing experience, including satisfactory experience as a nurse supervisor or nursing educator.

C. Job Knowledge: Advanced knowledge of the general nursing theories and practices, including basic knowledge related to nursing. Ability to apply principles of personnel administration to the selection and placement of workers. Acquaintance with demands of nursing and health outside and inside the hospital.

V. Physical Requirements: Pre-employment physical, including tine skin test or chest x-ray.

SUMMARY OF POSITION:
Under direction of the Director of Quality Management, the Departmental Quality Assistant (DQA) aids and supports the quality management program of W.J. Mangold Memorial Hospital. The DQA performs complex and detailed support functions to facilitate the smooth operation of the department. The DQA exercises considerable discretion and independent judgment to analyze, disseminate, respond, and escalate complex, sensitive, and confidential information requests to the Quality Director. This position covers the following primary areas of responsibilities:

1.	MSQI Process: Provides high level of support for the Quality Director and departmental staff as needed by running reports, assisting with coordination of the Medical Staff Quality Improvement Process and producing minutes for the meeting. 

2.	Credentials Clerk: Assist with the provider application process and tracking and maintaining physician, CRNA, and mid-level practitioner credentials. 

3.	HWQI: Provides clerical support to the HWQI coordinator as requested. 
4.	Infection Control: Assist with organizing and maintaining files. Assists in preparation of agenda for the monthly &amp; annual employee training. 
5.	Risk Manager I Employee Worker Compensation: Assisting with the correspondence and tracking of Incident Reports and reporting to the Quality Director. 

6.	Employee Health: Assist with maintaining and monitoring of Employee Health Records, issues or findings are to be reported to the Quality Director. 

7.	Safety: Assist with maintaining records and documentation as needed by the Safety Officer. Assist with preparation of safety education to ensure education is provided annually to each employee to ensure that safety in the workplace is at the forefront of everything we do at W.J. Mangold Memorial Hospital.

QUALIFICATIONS:
The right candidate for this position will need to be able to work in a fast-paced environment, be organized and detail oriented. Comfortable with a computer, data entry, and a strong attention to detail is necessary.

SUMMARY OF RESPONSIBILITIES AND DUTIES:

1.	Responsible of running and maintaining daily and monthly reports. Assisting with the development of a comprehensive Quality Assessment Performance Improvement, hereafter referred to in this document as QA/Pl program, in conjunction with the Medical Staff and W.J. Mangold Memorial Hospital system leadership.

2.	Assist accordingly and participates in the development and monitoring of quality improvement activities related to Medical Staff clinical initiatives to the Director of Quality Management. 

3.	Works closely with and assists the Director of Quality Management in finding ways to ensure the facility provides a safe environment for patients, staff, and visitors. 

4.	Assists the Director of Quality Management in ensuring that the policies of the W.J. Mangold Memorial Hospital System correlate with existing laws, regulations, and requirements to the best of his/her ability. 

5.  Proactively assists the Director of Quality Management in organizing and the preparation of agenda that educates the W.J. Mangold Memorial Hospital system leadership and Medical Staff regarding regulatory issues, new statues, guidelines, and medical safety QA/Pl activities. 

6.  Assists in filing, organizing and clerical duties as the Director of Quality Management leads the development of policies and procedures related to QA/Pl and participates in the crafting of policies related to
     a.	The Medial Staff QA/Pl process,
     b.	Physician credentialing, and

     d.	Quality improvement initiatives related to infection control activities, safety, and risk management initiatives, and

7.	Assist in maintaining, monitoring, and reporting of quality improvement activities related to Medical Staff clinical initiative to the Director of Quality Management. 

8.	Works closely with and assists the Quality DirectorSafety Officer to find ways to ensure the facility provides a safe environment for patients, staff, and visitors.

9.	Assist in the correspondence with the Texas Department of State Health Services. The Quality Director is responsible for notifying the Texas Department of State Health Services regarding reportable diseases identified in the patient and employee population of W.J. Mangold Memorial Hospital. 

10.	Ensures the files of physicians, CRNAs, and mid-level practitioners seeking appointment to the staff are complete with current licenses, certificates, etc., as required by the Medical Staff Bylaws. The Quality Director ensures that current credentials are maintained for all physicians, CRNAs, and mid-level practitioners on staff.

11.	In accordance with credentialing rules and federal law, every two years the Quality Director queries the National Practitioners Data Bank regarding all physicians, CRNAs, and mid-level practitioners on staff. When variances are identified during that check or when the National Practitioner Data Bank notifies the Quality Director of new information on a provider, the information is forwarded to the Medical Staff for review.

12.	Assist the Quality Director monthly with queries of the Federal Office of Inspector General and the Texas Attorney General&apos;s Office regarding all providers for exclusion from any federal or state reimbursement program. If the provider is found to have been excluded, the Quality Director and Chief of Staff are immediately notified. A letter is issued to the provider informing them that privileges have been discontinued until the problem of exclusion has been rectified.

WJ Mangold Memorial Hospital is a 25-bed critical access hospital with 2 rural health clinics located in West Texas, one hour from Lubbock and 1.5 hours from Amarillo.  This position is a Chief Financial Officer developmental position with an expected track of up to 18 months to achieve CFO status and we would like an overall commitment of at least 7 years in the role. The ideal candidate possesses leadership potential, has a solid operational and technical accounting background and works proactively to drive results.  This position addresses tight deadlines.  The development track is loosely based on the following and will depend on the candidate’s previous experience, motivation, ambition and the ability to learn and retain new skills.

Director of Finance (0 – 8 months)
•	Will manage the accounting and accounts payable function and data analyst function.  
•	Defines, analyzes and coordinates the input of financial information into the general ledger system.
•	Assists managers with their monthly reports.
•	Development and implementation of accounting policies, procedures and controls.  
•	Assist CFO in the month-end close, budget and annual audit.  
*      Explores grant opportunities and manages reporting for each grant.

Responsibilities for Nurse Practitioner

SUMMARY OF POSITION: Will be responsible for billing and collection of insurance claims to third party payers.
 
RESPONSIBILITIES &amp; DUTIES:
•	Responsible for preparing and billing claims for a certain payer category.
•	Responsible for 45 and 60 day follow-up on any unpaid claims through either the telephone system or in writing. Document any conversation within the Evident notes application and keep all correspondence regarding each claim. If there is no response from a payer regarding an unpaid claim, the patient should be informed of the extent of the problem and asked to contact the insurance carrier. In many cases, this will result in a quick resolution to the problem. Assist with working the aged unpaid claims report. 
•	Post all zero pay claims and make necessary notes on accounts to reflect the reason for the zero pay.
•	Recognize claims that will need special consideration for payment and send the attachments necessary to receive the proper payment. Some attachments that may be needed are: History and Physical, pathology reports, copies of OR reports and detailed charge reports.
•	Helps assure that payments received from third party payers are paid according to contractual agreements.
•	Figure contractual adjustments on remittances and separate payments between private pay, non A/R and insurance. Assures that both clinics balance and fill out the reconciliation worksheet.

7.	Safety Officer Committee Chair.  The Safety Committee monitors workplace safety to reduce the risk of injury, occupational illness, and violence in the workplace. SUMMARY OF POSITION: Will be responsible for assisting the Commercial Insurance Billing Specialist with all insurance claims, other than those that pertain to Medicaid/Medicare. Responsible for all other duties pertaining to Insurance. Will be responsible for assisting the Accounting specialist two days out of the week.
RESPONSIBILITIES &amp; DUTIES:
•	Responsible for assisting the Commercial Insurance Billing Specialist with claim submission.
•	Responsible for 45- and 60-day follow-up on any unpaid commercial claims through either the telephone system or in writing. Document any conversation within the Evident notes application and keep all correspondence regarding each claim. If no response from an insurance carrier regarding an unpaid claim is received, the patient should be informed of the extent of the problem and asked to contact the insurance carrier. In many cases, this will result in a quick resolution to the problem. Assist with working the aged unpaid claims report. Will be responsible for covering the Commercial Billing Specialist when they are absent.
•	Post all zero pay claims and make necessary notes on accounts to reflect the reason for the zero pay.
•	Recognize claims that will need special consideration for payment and send the attachments necessary to receive the proper payment. Some attachments that may be needed are; History and Physical, pathology reports, copies of OR reports and detailed charge reports.
•	Help assure that payments received from third party payers are paid according to contractual agreements.
•	Figure contractuals on remittances and separate payments between private pay, non A/R and insurance. Assures that both clinics balance and fill out the reconciliation worksheet.
•	Key in payments and balance. Will close each day entered as well as separate receipts, checks and EOB’s. Will be responsible for filling in for the Accounting Specialist when she is out or on vacation.

Duties to be Performed: 
	Attain Vitals
	Assist patients with intake
	Assist PT as requested/directed
	Clean equipment
            Assist patient in/out of facility
	Assist patient on/off of equipment at requested by PT
        Attend meetings and/or in-services as directed 
        by supervisor
	Prepare hot or cold packs for PT as directed
        Remove hot or cold pack and/or E-stim electrodes

Required Knowledge, Skills, and Abilities:

Special Requirements:

Qualifications:
            High-school diploma or GED
            Successful completion of On-the-job training
            Prefer: CPR Certification, English/Spanish 
            Speaking
